EU prepares new sanctions package targeting Russian allies and "shadow fleet"
The European Union is advancing plans for a 15th sanctions package against Russia, with a focus on disrupting support networks that sustain Moscow’s war effort in Ukraine. According to the German news agency DPA, the measures, discussed for the first time on Wednesday, include actions against Chinese companies linked to the production of drones used by Russia in its attacks on Ukraine.
Another critical element of the proposed sanctions is a crackdown on the "shadow fleet" that Russia employs to transport oil and oil products. These ships, which operate under opaque ownership structures, enable Russia to bypass Western sanctions on its energy exports. Experts warn that the shadow fleet not only undermines international sanctions but also poses serious risks to global shipping and the environment. "These are often outdated tankers with technical defects," noted analysts, noting the fleet's potential for accidents and spills.
The European Commission's proposal follows similar moves by the United Kingdom earlier this week. London imposed sanctions on 30 shadow fleet vessels, barring them from British ports. The EU plan is expected to go further, targeting approximately 50 ships with measures such as denying them access to ports in member states.
