New system speeds up homeless shelter allocation in Brussels

The new allocation system for Brussels' unhoused population has improved credibility, accessibility and efficiency in securing shelter within the Samusocial network. Two weeks after its launch, Samusocial reports satisfaction with its performance.

Since 17 February, people have been able to register for shelter daily between 10.00 and 16.00 via two channels: calling 0800 99 340 or through a web application available in eight languages.

Samusocial says the revised system better addresses the needs of people without housing while simplifying and streamlining the allocation process. The organisation also notes that this approach ensures a fairer distribution of available places.

Overwhelmed with requests

Previously, the only option was calling Samusocial’s hotline, which opened at 14.00 and quickly became overwhelmed with requests. Places often filled up shortly after the lines opened.

The new web application has been well received, with 30 to 50 per cent of registrations now made online. "In addition, the extension of the time windows in combination with the application ensures that significantly more applications can be processed," Samusocial said. "So the telephone teams can spend more time assisting the most vulnerable."

Samusocial has also introduced a "pass-night" system, allowing mobile street teams to offer overnight accommodation directly to those in urgent need. However, the system does not resolve the broader issue of limited shelter capacity in Brussels. On average, only one-third of single men requesting shelter receive a positive response.

Despite these limitations, Ludovic Evrard, coordinator of telephone assistance, says the daily use of the application "proves its accessibility and effectiveness." He highlights its adoption across different nationalities and generations of homeless individuals. "The initial feedback from Samusocial partners and beneficiaries is encouraging," he said.

A beneficiary at the Louise centre in Brussels expressed relief over the changes: "I like that I no longer have to wait in line to get a place."
